Counter-UAS Strategy
Program design, authorities, governance and defensible concepts of operation for lawful detection and response.
- Threat and gap assessments
- CONOPS and SOP development
- Regulatory pathways
Constellation Airspace Group helps public-safety agencies, airports and critical-infrastructure operators build practical UAS and counter-UAS programs—grounded in real operations, not theory.
The mission
We connect policy, procurement, technology and operations into an airspace program your people can actually use. From the first requirements document through deployment, training and sustainment, CAG brings an operator’s perspective to every decision.
Core capabilities
Program design, authorities, governance and defensible concepts of operation for lawful detection and response.
Mission-driven support for agencies pursuing FEMA C-UAS grant funding—from operational requirements and equipment evaluation through procurement, deployment and sustainment.
Practical workflows that connect airspace awareness with command, communications and field response.
Airspace security planning for high-visibility events where multiple agencies, technologies and authorities converge.
Our approach
The strongest airspace programs start with the mission—not a product list. We identify what must be protected, what can lawfully be done, and how people will act on the information before recommending technology.
Bring us your hardest airspace problem ↗Threats, authorities, stakeholders and desired outcomes.
Requirements, architecture, workflows and acquisition strategy.
Training, exercises, deployment and continuous improvement.
Leadership
Justin brings more than 35 years of public-safety and emergency-management experience across domestic and international operations. His work spans UAS, counter-UAS, GEOINT, disaster response, airports, critical infrastructure and major-event security.
While serving with the Houston Police Department as a civilian Counter-UAS Program Manager, Justin managed C-UAS oversight supporting Houston Airport System operations at George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU) and Ellington Airport (EFD). He served as HPD’s manager of the Aviation Security Operations Center for FIFA 2026 operations in Houston, coordinating the procurement and operational integration of a $15 million multi-system capability.
Justin has also served as an Air Boss and Aviation Operations Branch Director during large-scale disaster operations, including Hurricanes Ian, Michael, Ida and Maria, as well as other complex incidents requiring coordinated aviation resources.
FBI DTI-D certified, Justin brings a working understanding of lawful C-UAS detection authorities to real-world deployment, evaluation and integration of Remote ID, radio-frequency detection, radar, command-and-control, drone operations and layered airspace-awareness technologies. He understands how equipment must perform in controlled airspace, complex multi-agency environments and high-consequence operations—not simply during a demonstration.
He holds a Bachelor of Science in Homeland Security from Sam Houston State University and is pursuing a Master of Science in Homeland Security Studies, with a focus on critical infrastructure in the transportation and energy sectors.
His technology experience includes systems from DroneSpotter, Dedrone, AeroVironment/BlueHalo, D-Fend Solutions, Robin Radar, Lighthouse Avionics, Fotokite and other manufacturers. CAG evaluates solutions against the mission, operating environment, legal authorities and total lifecycle cost.
