Plan · Organize · Train · Exercise

One team for the whole CUAS program, from the written plan to the last day of the event.

We write the plans, build the team, train it, test it with exercises and stay alongside through operations. Every piece is scoped on its own and documented for your grant file.

01 · PLAN

Written plans

Operations plan, SOPs, threat assessment, siting, data sharing, testing plans.

02 · ORGANIZE

Program support

Stand-up, readiness reviews, sustainment and event deployment support.

03 · TRAIN

Role-based training

GIT + ASOC courses, simulator classes, refreshers and rehearsals.

04 · EXERCISE

HSEEP exercises

Tabletop, functional and full-scale, each with an after-action report.

01 · Planning

The written products a CUAS program runs on.

Fixed deliverables, each accepted by you before it is final. Training and exercises are built on them.

CUAS Operations Plan and SOPs

The written operations plan 6 CFR 124.8 requires before detection or mitigation under 124n, plus SOPs for every role: ASOC, sensor operators, Ground Intercept Teams and supervisors. It names who may make threat calls and use mitigation.

UAS threat and risk assessment

A jurisdiction-wide UAS Threat and Hazard Identification and Risk Assessment (THIRA) following FEMA's process: venues, airports, ports and other critical infrastructure, ranked by risk.

Sensor siting and line-of-sight study

Where sensors and cameras go when buildings block signals, with expected coverage shown before anything is installed.

Information-sharing protocols

Written agreements and procedures for sharing detections with fusion centers, partner agencies and federal partners.

Event CUAS annex

The CUAS section of an event incident action plan: positions, staffing, communications, airspace coordination and escalation steps.

6 CFR 124.18 testing plan

The written test activities plan the rule requires before mitigation equipment is tested, including the test drone and FAA and FCC coordination.

02 · Organization

Program and event support, without adding headcount.

Program support

  • Stand-up: deployment schedule, purchase-order and delivery tracking, vendor coordination as sensors and cameras join your C2 system, partner MOUs
  • Readiness: monthly review of sensors, staffing and procedures with a one-page report to leadership; training and certification records kept current
  • Sustainment: plans and SOPs updated with lessons learned, partner agreements kept current, and a closeout report for your next grant

Event deployment support

  • On-call staff in your ASOC under your command for national-level and major events
  • Sensor setup and checks, track analysis, FAA and partner coordination
  • The event after-action report
  • Threat determinations and mitigation stay with your certified personnel

03 · Training

Role-based training, delivered through the whole program.

  • The three-day GIT + ASOC course, built on your own SOPs, repeated before major events and for new team members
  • Scenario builds in Promachos on your downtown, airports, ports and venues
  • Instructor-led simulator classes and annual refreshers: detection, decisions and response with no drones flown and nothing transmitted
  • A full pre-event rehearsal of your event scenario
Simulated DAT drone camera in a Promachos training scenario

Simulator classes put every seat on one incident with nothing transmitting.

04 · Exercises

Exercises that build on each other, to FEMA's HSEEP standard.

TABLETOP

Find the gaps on paper

Leadership and partners walk through event scenarios against the new plan and SOPs before anyone deploys.

FUNCTIONAL

Test the flow

The ASOC and sensor network run in real time with simulated threats. Do detections reach the right people fast enough?

FULL-SCALE

Deploy as you would

You and your local, state and federal partners deploy for the event, with sensors and Ground Intercept Teams in the field.

AAR / IP

Fix what broke

A written after-action report and improvement plan: what worked, what didn't, and who fixes what by when.

The team

People who have run these operations for real.

Our team led Aviation Security Operations Centers and CUAS operations for large-scale events, including a $15 million FIFA World Cup 2026 CUAS program from procurement through event operations.

Staff include former Federal Air Marshals and law enforcement officers with CUAS experience on presidential details and at NSSE and SEAR 1 and 2 events, and a former FEMA Operations and Planning Section Chief (AHIMT Type III). We have managed millions of dollars in federal grant funding, including a FEMA CUAS award.

Our people hold manufacturer certifications on several commercial CUAS systems, FAA Part 107 remote pilot certificates and, for some, Part 61 manned pilot certificates, with decades of public-safety experience across fire, law enforcement, homeland security and emergency management.

FAQ

Questions we hear.

Can we pick only some of these services?

Yes. Every item is scoped on its own, so you choose what fits your needs and budget. We recommend starting with the operations plan and SOPs, because training and exercises are built on them.

Do you operate CUAS equipment or make threat calls for us?

No. Constellation Airspace Group, LLC plans, trains, exercises and supports. Your certified personnel keep operational control, credible-threat determinations and all mitigation.

Do your exercises follow HSEEP?

Yes. Every exercise is designed, run and evaluated to FEMA's Homeland Security Exercise and Evaluation Program (HSEEP) standard, and each ends with an after-action report and improvement plan.

Will this fit our FEMA CUAS grant?

The services map to the allowable Planning, Organization, Training and Exercises categories. Software licenses, subscriptions and recurring costs are not allowable under the FEMA CUAS Grant Program, so for grant-funded work simulator practice is delivered inside training and exercise services with no separate license fee. Confirm category placement with your state administering agency.

Can your staff work inside our operations center?

Yes, under your command. Our staff will complete your CJIS security addendum and background checks before any ASOC work.
