Houston airports and FIFA World Cup 2026

As a civilian CUAS Program Manager with the Houston Police Department, Justin managed CUAS oversight supporting Houston Airport System operations. He managed HPD's Aviation Security Operations Center for FIFA World Cup 2026 operations in Houston and coordinated the procurement and operational integration of a $15 million multi-system capability.

Disaster aviation operations

He has served as an Air Boss and Aviation Operations Branch Director during large-scale operations, including Hurricanes Ian, Michael, Ida and Maria, and other incidents that required coordinated aviation resources.

Technology in the field

Justin brings a working understanding of lawful CUAS detection authorities to the deployment, evaluation and integration of Remote ID, RF detection, radar, command and control, drone operations and layered airspace awareness. He has worked hands-on with systems from many manufacturers and judges them by how they perform in controlled airspace and multi-agency operations, not during a demonstration.

Education

Bachelor of Science in Homeland Security, Sam Houston State University. Pursuing a Master of Science in Homeland Security Studies focused on critical infrastructure in the transportation and energy sectors.
